The POL‑CAT System is based on the teaching of Jesus Christ and is a practical implementation of His ideas in accordance with the requirements of today’s globalized world.

1. What is POL‑CAT?

POL‑CAT is a concept of a transparent, ethical and global economic system built around a low‑cost distribution network of goods, especially food and basic necessities. Its aim is to liberate the world economy from hidden capital flows, oligopolies and neocolonial dependence on foreign financial centers.

POL‑CAT is not a political party and not a state institution. It is a global cooperative‑type enterprise, working in partnership with self‑governing local communities (parishes, atheist communities and similar social organizations) that keep a decisive part of generated capital at the grassroots level.

2. The Diagnosis

1. Hidden religious finances – In many countries, especially those with strong religious institutions, there exists a parallel, informal financial circulation. Religious organizations secretly finance local businesses and accumulate capital outside any public control. This stimulates the economy, but in the gray zone, breeding hypocrisy and distrust.
2. Trap of cheap labor and neocolonialism – Peripheral countries, like Poland, are maintained in the role of cheap labor reserves. Low wages, mass economic migration and public debt used to buy social peace serve foreign capital, which avoids fair taxation.
3. Demographic collapse and illusory security – Societies are aging, young people are emigrating, and governments respond by increasing armaments instead of investing in real, local security: work, housing, food, education and health.
4. Centralization and oligopolies – States, central banks and global corporations increasingly control the flow of goods and information, marginalizing citizens and local communities.

3. The Core Idea of POL‑CAT

POL‑CAT answers these pathologies with a simple but revolutionary logic:

1. Transparency of capital
   • Transform hidden church and religious capital into open Parish/Community Cooperatives.
   • Subject all major financial flows to public registers and local social control.
2. Local retention of taxes
   • At least 50% of all taxes paid by citizens and enterprises remains in the self‑governing local community (parish, commune, district or secular association).
   • These funds are spent on local infrastructure, housing, small businesses, education and culture.
3. Global, low‑cost distribution network
   • Using airships, drones and modern logistics, POL‑CAT builds a cheap and ecologically rational system of transporting goods.
   • Food and basic necessities reach every region of the world at minimal cost, bypassing excessive margins of intermediaries and oligopolies.
4. Migration as capital, not a threat
   • When half of taxes stays in the local cooperative, every additional working person increases the wealth of the entire community.
   • Migrants from traditional rural and religious regions (for example, from Kerala and similar areas) become desired partners in work, not competitors or enemies.
5. Egalitarian wage policy and modern feudalism
   • Reducing extreme income differences, promoting long‑term responsibility for land and resources.
   • A “modern feudalism”: those who manage land and infrastructure are bound to it by long‑term obligations towards the community, not by speculative financial interests.

4. Ethical Foundations

POL‑CAT is grounded in the entire ethical heritage of humanity: from ancient sages and prophets, through Buddha, Laozi, Jesus and Muhammad, to modern thinkers such as Marx or John Lennon. A common thread runs through these traditions: the demand to limit egoism, save energy (including social and economic energy), and avoid unnecessary conflict.

In the POL‑CAT system:

• Religion cannot be used as a cover for secret capital accumulation and political manipulation.
• The name of God cannot justify war, exploitation or social injustice.
• Faith becomes a source of moral motivation for transparent economic action, not a tool of domination.

5. Political and Civilizational Goals

1. Safe Eurasian continent
   • Europe, freed from internal neocolonial structures, can become an equal partner for America, Russia and Asia in building a system of continental security based on cooperation, not confrontation.
   • POL‑CAT supports such a system by stabilizing the foundations of life: food, work, housing and local self‑government.
2. Arks of Survival
   • Every self‑governing local community with its cooperative, Life Hub and share in the POL‑CAT distribution network becomes an “Ark of Survival” for global crises: economic, demographic, climatic and military.
   • Instead of central plans imposed from above, millions of local Arks create a flexible global network of resilience.
3. Liberation from the dictate of foreign capital
   • Peripheral countries stop being only sources of cheap labor and raw materials.
   • Local communities, supported by POL‑CAT, co‑create global trade rules, benefiting from the value added that arises from their work and resources.

6. Role of POL‑CAT in Practice

POL‑CAT:

• designs and operates the global distribution network (logistics, technology, IT, standards);
• provides expertise and organizational models for local cooperatives and Life Hubs;
• guarantees transparency of financial flows within its system;
• does not exercise political power and does not impose participation by force – it competes through efficiency, low costs and ethical clarity.

7. Call to Action

POL‑CAT is an invitation to:

• religious communities, to transform hidden capital into transparent Parish Cooperatives;
• local governments and civic associations, to demand that at least half of taxes remain at the grassroots level;
• entrepreneurs and workers, to enter a system where profit is linked to the long‑term good of the local community;
• thinkers, scientists and believers of all traditions, to co‑create a new ethical economy, in which faith and reason cooperate instead of fighting.

The choice is simple: either we continue to serve hidden capital and foreign centers of power, or we build a transparent, local‑global network of Arks of Survival. POL‑CAT is a concrete project of such a network.
